Welcome from Matt England
Hello and welcome to our latest JESIP Newsletter, another bumper edition packed full of news, links and information on all the work that’s going on to help you all do your multi-agency working. There’s so much to get through that I won’t repeat it all here, but there’s live events, new video products, a consultation on a new JESIP Doctrine and lots more. Do read on below and I look forward to talking to lots of you about it all at the Blue Light Show at Olympia later this week.
I do also want to mention the recent tragic train crash near Bedford and the current very warm spell of weather. There are rightly going to be full investigations into what happened on the railway and we will learn the lessons of those together. Our thoughts are with all those affected. But it is also already clear that responders went above and beyond in their work to help the public and reduce further harm on the day.
Similarly, there has been a lot of pressure on our responses from the weather and some really challenging events for responders in places such as Southampton and Belfast, and it is likely that there will be more across the rest of this Summer. So I want to thank you for all that you are doing to help keep communities safe, and for all that you do to work together and support each other in your local areas.
I also hope that you are all able to take a break yourselves across the Summer, and thank those of you working your shifts together to keep us safe while we do so.

Join us at The Blue Light Show this week
We’re delighted to be speaking, exhibiting and showcasing at the Blue Light Show at Olympia in London on Wednesday 1 and Thursday 2 July this week. It’s not too late to register for tickets here: https://www.bluelight.show/
On the Conference Agenda, we’re hosting two sessions on multi-agency working. On Wednesday at 1000 in the Public Safety & Threat Mitigation Theatre we have chief officers from Essex Police, the London Ambulance Service and Tyne & Wear Fire & Rescue talking about turning JESIP principles into action. And on Thursday at 1010 in Theatre 3 we have expert frontline practitioners on how outstanding joint working can happen every day.
We’re also taking part in a live demonstration on JESIP in Action with an interactive, not-to-be-missed mass-casualty scenario that will run across both days of the event. And we’ll have our JESIP Team present at Stand Q71, where we’d love to have a chat with you about how joint working is happening in your area and our famous JESIP sporks will be available!
That’s just the JESIP-focused bits of the Show, with loads of other great talks and activities going on across the two days. We look forward to seeing you there.

New JESIP YouTube Channel
As a Newsletter subscriber you are the first to get to see our latest ‘JESIP In a Minute’ video. This one is on the Wider Response to incidents, focussing on everyone who is involved in delivering JESIP beyond the Police, Fire and Ambulance Services. It also briefly explains how Category 1 & 2 responders are defined under the Civil Contingencies Act, and looks at the role of Strategic and Tactical Coordination Groups (SCGs and TCGs) and Local Resilience Forums (LRFs). They’re fantastic resources for teaching and training about JESIP in a quick, visual and easily digestible way, or for giving yourselves a quick refresher on the role of NILOs or what goes into a M/ETHANE message. JESIP Doctrine Review
Our Call for Evidence for the JESIP Doctrine Review closes next Monday 5 July, and we are keen to hear from colleagues across emergency services and the wider resilience community. Your input will help ensure the doctrine, which guides all JESIP policy and practice, reflects real-world experience and continues to support effective interoperability across responder organisations.
We are particularly interested in evidence and ideas on:
• Operational learning and lessons identified
• Good practice and innovation
• Challenges, gaps, and emerging risks
• Relevant research, data, or insight

New Host sought for National JESIP Team
The Home Office has launched an open competition to identify a new host organisation for our National JESIP Team. As our current hosting arrangement with Hertfordshire Constabulary comes to an end, this competition aims to appoint a new organisation to take over the hosting of the Team from 1 September 2026, with the aim of supporting JESIP’s continued delivery and development.
Applications are being invited from eligible public sector responder organisations (particularly police, fire & rescue and ambulance services, although local authorities would also be eligible). Those interested in applying should contact the Attack Response Policy Team at the Home Office (details can be provided to relevant parties by request). Interested parties will need to register on Jaggaer, the Home Office’s e-sourcing platform, and inform the Home Office of their intention to apply. Applications are being accepted until 5pm on Wednesday 8 July.

Submerged Persons Tool
With the current hot weather and with a heightened risk around water across the school summer holidays, we have re-shared our Submerged Persons Tool. This has previously been issued as a Joint Organisational Learning (JOL) Action Note following a number of drowning incidents.
